Lycoming County Children & Youth Services
LCYS works in cooperation with our community, families, and other organizations to ensure the health, safety, welfare, and social growth of children and youth in Lycoming County. Our agency is designated by state law to look into any allegations of reported child abuse and neglect. We also provide supportive services to all families in our county.
Lycoming-Clinton Mental Health & Intellectual Disabilities / Autism Services
Lycoming-Clinton Mental Health Services are primarily available for adults with a serious mental illness and children/adolescents with or "at risk" of developing a serious emotional disturbance. We also provide 24-hour crisis intervention services.
Our Lycoming-Clinton Intellectual Disabilities/Autism Program provides a variety of services to assist individuals with Intellectual Disabilities and/or Autism, and their families, to live and work in their home communities.

Lycoming-Clinton System of Care
At Lycoming-Clinton System of Care, we're dedicated to coordinating holistic support for children and families facing emotional challenges. Lycoming-Clinton Early Intervention
We provide supportive services to children ages 0-3 in Lycoming and Clinton Counties. Our services include Speech Therapy, Occupational and Physical Therapy , Special Instruction (Teacher ), Special Instruction for Hearing Impaired and Special Instruction for Visually Impaired. These services take place in a child’s natural environment of their home or daycare.
Lycoming-Clinton Child & Adolescent Service System Program (CASSP)
CASSP is a comprehensive, coordinated, and collaborative system of care for children and adolescents with or at risk of developing serious emotional disturbance and/or substance use disorders. A free and voluntary service for youths ages birth to 21, residing in Lycoming and Clinton Counties, CASSP is a philosophy of collaboration and partnership among persons involved with the child/adolescent. At CASSP, our model and services are based on six core principles: Child Centered, Family-Focused, Community-Based, Multi-System, Culturally Competent, Least Restrictive and Least Intrusive.
Lycoming-Clinton Behavioral HealthChoices
Lycoming-Clinton Behavioral HealthChoices offers access to behavioral heath services for adults and youths who are recipients (or eligible for benefits) of medical assistance in Lycoming and Clinton Counties. We provide information and guidance about resources and oversight of managed care programs for Medical Assistance Recipients who are eligible to receive behavioral health services.
Aging Services
We provide guidance to state and local resources such as the Pennsylvania Link to Aging and Disability Resources and Step, Inc. to connect consumers to the full range of services available to help meet their needs. An assessment will determine eligibility for the following programs/services: Aging Waiver, Options Program, Family/Caregiver Support Program, Intergenerational Family/Caregiver Support Program, Personal Care Home Placement, Domiciliary Care Home Placement, Nursing Home Placement, Nursing Home Transition and Protective Services.
